Stage 1 Certified Agencies Agencies which have achieved Stage 1 Certification have; (a) subscribed to the Agency Code of Ethics, and (b) met the requirement to demonstrate they are a legal entity.
Stage 2 Certified Agencies Agencies which have achieved Stage 2 Certification have; (a) met the terms of Stage 1 Certification, (b) subscribed to the Agency Code of Ethics, and (c) shown they possess policy and procedure documents necessary to operate ethically and honestly.

Stage 3 Certified Agencies Agencies which have achieved Stage 2 Certification have; (a) met the terms of Stage 1 and 2 Certifications, (b) subscribed to the Agency Code of Ethics, and (c) had an on-site review conducted by an independent examiner to demonstrate ethical performance.
